    I'm trying to get the Wild Tangles hair but in the cash shop there is no " SEA EXP" hair coupon for purchase. Was it removed?

    They're in the cash shop. I just used the search functionality for 'SEA' and there is a SEA REG for 2,100 NX. REG and EXP are the same (random) - not sure why some towns call them REG and some towns call them EXP.

    Yes as Bella said.
    For some of the coupons there is no "EXP" coupon however, you can still gain the special ones (Not available through VIP) from the "reg" coupons.
