One question, if I may (because my time is limited) is it a repetitive/uniform function or is it something that cannot be predicted mathematically?

Not 100% sure what you mean by "repetitive/uniform" but if you put in the same input, you will always get the same output.

As for your question: the answer is kind of yes and no. It is the same function, but the position of what is being "encrypted" is an input of the function.

If no one has any ideas at all, still, I will give a hint

 

I can clearly see the first half of the numbers are the same, indicating they are staying in line to represent 3000 and 700 respectively. I have noticed the changes in the last half of the code; specifically the third quartile of code changed when we went from the 80s into the 90s, and also that the last quartile changes every time for the 1s place. But I'd need to see more changes - specifically one of each of these sequences for each of the 1s places - and a change in the 100s place couldn't hurt.
