Client chat changes (anti-flood, toggle foreign language)

Anti-Flood Changes:
As we all know, you can't send the same message over 3 times without cooldown, you also can't just flood the chat with random things quickly.
However, I find it terribly annoying when I'm trying to surf through the playlist of @music.
My suggestion is quite simple, if a command is sent through the chat it will not trigger the anti-flood.

Foreign Languages Toggle:
As we all know, a new feature was added where you could type foreign characters in the chat. However, for some languages (such as mine, Hebrew) where the alignment starts from Right to Left, this is really messed up and you need to type Backwards (sdrawkcaB) to actually manage to write something. So usually we find this incredibly annoying. I suggest adding it as an option on the Legends.ini so you could block yourself from writing in foreign languages.
