I think the best solution may be a special subforum in the market section, and special chat section in discord specifically for trading these "monopolized goods".

Sellers offer to sell them, but only to players that actually "need" them. Buyers will post pics of their characters and what they intend to do with said scrolls. No merching allowed on the items sold on these special sections. Boy, that will still be fun to enforce!!

 

The struggle to get a bow30% epehands: i havent logged on in forever but if those two control the market....
I just wonder how much bow30%'s are.... let alone int gear.
