For 30k HP, you need to pump almost all of your stats into INT from level 1. Till you reach about 400-450 base int.
After that, it is about mp washing (double wash). The more you mp wash, the higher mp pool you will build and the more HP you can get from reducing your mp pool.
Thereon, its about pure patience i guess? 3 years of vote nx to actually complete washing your character. Ask yourself if you're ready for it.

 

I don't reccomend doing this, but if you really wanted to the process would be
1. Pump your int stat up to anywhere from 300-400 (I forgot the optimal number)
2. After your int is sufficiently high enough you add all fresh AP into MP until you have a sufficiently large MP pool to reach your HP goal
3. Now at this point you have a ton of extra MP and base int, but you have no dex or HP. To gain dex you will have to reset -mp + dex. The gain HP you will have to do -mp + HP. The most efficient way to complete your washing is to do purely -mp + hp until your mana pool is completely expended(this is because-mp +hp is what is commonly refered to a double wash), but most people don't do this because your character will be completely unplayable until its finished washing. The more popular option is to do -mp + hp until your character has a decent amount of hp, then do -mp + dex to recover your dex.
4. Now take out the base int.
5. If you have extra MP left over(that is you chose to do some amount of -mp +dex in step 3), convert that to HP via some combination of fresh washing as you level (fresh ap into int, - mp + dex with reset) and stale washing (-mp + hp)

 

I think you need a bishop first to do that,I’m telling you this from experience

 

There is no way to end up having less dex in the very end, so you dont need to worry about that. Its just that your character will have no dex until the washing process is entirely done. With the -mp + dex method your player can be completely playable(as in missing no dex, a decent amount of hp, and enough extra mana secured to eventually get 30k hp later) much sooner. But if you don't care about that and only want to touch your character at 30k hp then just do the -mp + hp all the way until it is done.

30k health by lv 200? not fun at all the goal is 135 or 155

 

By 135 or 155 will take more NX, by 200 its the cheapest way NX-wise. I believe he linked the guide to show how all the questions by OP are answered. Its up to the player at what level you want your HP at but the concept stays the same.

 

he also wants to play his char, scroll up bud and there's no fun if u level up ur char with 500base int to lv 200

 

Well either way you're not gonna be playing the character any time soon because of all the NX you'll need lol

 

How many people have actually achieved 30k HP? 3 years of voting is crazy long.

 

If you really want to have high hp. Stop at 19375. That's the level that allows you to take on every boss in Legends using ginger ales (75% potions) that can be bought from the NLC store. Any higher is only a waste of time / flex.
