Card drop rate on anti-bot mobs

I feel like I've seen this discussion before but I searched around and couldn't find it and wasn't sure what the consensus was. By anti-bot mobs I'm referring to mobs like Shade in Kerning City Subway, and Riche/Snow Witch in El Nath.

My data is anecdotal since I can only speak on my experience, but it seems that, even though the spawn time for some of these mobs is comparable to area bosses, the card drop rate is the same as any normal mob.

What are the community's thoughts on increasing the card drop rate to be more in-line with area bosses since they share similar spawn times? I suppose a valid concern is that this may de-value these cards for people who have spent a lot of time and effort getting them but what do you all think?
