Make high level player have chance to play PQs

I mainly rely on farming to level up,which makes me miss a lot of PQs. After i get lv120+, I keep farming everyday,of course it's really boring. I want to play PQs, but my level is too high to enter.
Suggestion(I don't know if it's realizable):
1. Remove PQ's level cap and add damage cap in PQs to fit PQ's level range.
2. Limit the use of higher level skills if possible.
3. High-level players are given appropriate rewards for completing PQs.
