Closed Quests disappeared + unable to click on quest

Description of the bug: (optional screenshot/video):
Quests in the quest window disappeared ("in progress" and "completed").
Unable to proceed with accepting new quests (case in point: monster book ring quests). Upon clicking on 'accept quest', dialogue window disappears and quest is not accepted.
What is supposed to happen?: Quests in progress and completed quests should be populated in quest window. Clicking on 'accept quests' in the npc dialogue window should result in quests being accepted.
Where did you find and/or notice this bug?: When opening the quest window. Tried accepting the monster book ring quest but failed.
A step-by-step guide to re-producing this bug (optional): Unable to isolate bug. Just open the quest window and/or accepting a new quest.
