"Circle of Trust" Quest

Is this problem already solved in the meantime?

I believe that a quest should have popped up with Moony to allow us to hunt for the ring fragments but his quest does not pop up. Because we didn't activate the quest with Moony, ring fragments cant be hunted from tweeters.

I'm having the same struggle! I really want this to be fixed!!!!

 

I'm facing the same problem now aswell, but I have noticed when I quest-helper the quest it doesn't tell me to get ring fragments, but instead says 'repaired rings'.
This leads me to believe I'm on the wrong quest to begin with, since I don't need the ring fragments they don't drop.
Googling around about this, it seems another quest 'Circle of trust 2: a bond is forged' is supposed to be initiated when starting the quest, no such thing happens.
