Help with Wizard damage lvl31

Most people put ALL into INT, with only 4 LUK.

Thunderbolt is also very weak at first, even maxed the damage isn't that amazing, it's a good aoe skill though.

 

The issue is Level 2 Thunderbolt has a base Magic of 4, so it's naturally going to do pathetic numbers (the skill doesn't really pull its weight in damage until Level 15 or higher). You have a lot of LUK: it looks like you're using a Mithril Wand, but a Green Paintbrush has 0 LUK requirement and gives 2 more Magic Attack, which means you could have 31 more Magic by having those points out of LUK and pumped into INT instead.

 

thunder bolt become good level 20~+, before this is pretty... hard to use it

This is very common when you just advanced to the next class. A 2nd-job skill at lower levels is going to do much lower damage than a maxed 1st-job skill.

In this case, Thunder Bolt's 4 Attack is basically 20x weaker than Magic Claw's 40x2 Attack. This low Attack, plus the low 15% Mastery, means Thunder Bolt will not outdamage Magic Claw until lv 7 at least (and only if hitting 6 mobs).

So, you'll want to get Thunder Bolt to at least lv 16 or even 20+ before it's worth using.
