    Yea can't have watt on a helm, if it has more than 1 slot it's the best helm in the game and will drive up Chaos Scrolls (and because they are now linked via P coins, white scrolls as well) prices even more. If it has no weapon att than I don't see a problem. Even having magic att is fine since it will (almost) be just int. Having magic attack and int on it would be interesting as it could potentially make it the best mage helm if it started with enough of both. Either way the weapon att is a no go, but it looks cool otherwise .
