    You still gain experience points whilst in a party, when going to Cash Shop in the same map as your party member.

    Is this meant to happen?

    I came out of CS with more XP then when I entered.

    No it is not supposed to work like that. This is something that I reported a while ago, not entirely sure why it's like this. HSing still gives you the bonus even if the other person is in the CS as well. But the good news is that it will be fixed when Navi is back.
