I believe it's called fixing mechanical parts, and ends with a jump quest in ludi that gives 10% shoes jump scroll, but it is currently dissabled I think.

Most prefer to scroll their own shoes by 10% first then 30% not to mention the fact YSS may be available and people would rather 30% them then rest 60% than buy your shoes, easily ending up with 10 Dex +
Level difference does not matter cause until 90 they can go full dexless, archers+gunslingers can wait and warriors+brawlers need accuracy not Dex.
