    Increase weapon speed of a Weapon, which increases the overall weapon attack speed.
    If applied to Wand and Staff, increase spell-casting speed by 1x.
    Success rate:1%, Does not affect the number of upgrades available.
    Max application: only apply once per weapon if success.

    Less enjoy using slow weapons and more so just think a scroll to adjust speed isn't the way to go about addressing issues with awful weapon speed. If one wanted to argue for weapon stat balancing on a case by case basis, IE adding extra w.atk to the slower weapons (spears, poles, axes and blunt weapons) I think it would be better received. An item like this being introduced could potentially make SI useless/unnecessary. Neat in theory, bad in practice is my opinion.
