Windows 8/8.1/10 Getting ijl15.dll system error after newest patch release

Currently on Windows 11

I uninstalled my game, made sure is was allowed through my firewall, redownloaded the game. It didn't work.

I installed the game under a different folder name and allowed access through my firewall and I still have the error.

On my last attempt I totally turned off my firewall while i redownloaded and still getting the error.

Does anyone have any fixes? This happened when i first stated playing on the September patch but after I allowed through my firewall I had no issue.
