Do you have any Anti Viruses running?
It could be seeing the process and blocking it for some reason.
Although I find that very unlikely. o:

 

Like the error message itself says, 'you do not have the needed privileges for this execution' (niet voldoende bevoegdheden)
which would suggest that you either do not have administrative settings, or that your antivirus is blocking it. (perhaps even windows firewall?)

You mentioned the antivirus, OP mentioned 'downloading as admin'

I just gave a clear explanation of what could be the issue.
And if it helps this person, then no harm done & no use discussing it.
