Resolved (Windows) Added into exceptions and turned off antivirus but still not opening.

    I have tried to restart my pc, add to exceptions, turn off windows defender and made sure I had no third party antivirus. Can anyone tell me whats wrong?

    Whats the error? If you're missing the dll then thats when the turning off and making exceptions helps with.

    I encountered the same error 0xc0000142 and could not resolve it despite having both programmes in the link.
