You can actually buy as many warp passes as you want from bartol, after you've gotten the previous 5 for free.
They cost $10,000 ea.

 

Can i ask which questline activates this? or how does this work because i've never known.

 

There are 3 respective NPCs at the towns linked to Florina Beach:
Lith Harbor - Pason

Orbis - Shuri

Ludibrium - Nara

Talk to the NPC, and choose either option to travel to Florina Beach:

(obtain from "VIP Ticket to Florina Beach" quest)​

Talk to NPC Pison at Florina Beach to get transported back to the town you originally departed from.

e.g, travel from Orbis to Florina Beach will return you to Orbis

​

 

you can get more warp passes from lazy bart after completing his quest that gives them in the first place. 10k mesos per pass.
