Windows 8/8.1/10 Client Lag Spikes

Ever since the patch that introduced Infinite Chat / Dark chat, my client either freezes every 5 or so minutes for 1~5 seconds and comes back to an explosion of sounds or just straight up crashes to desktop after the said 5 seconds. The crashing part has mostly only been in HT but rarely outside.
With multiple clients open, they all spike at the same time.
Each time the spike happens, seem like CPU Usage spikes down.

Before the patch I had zero problems.










This is with 3 clients open. The dip happens whenever there's a spike.

 

Just wanna update and say this problem is still ongoing for me. Each time the spike happens I have around a 60% chance to crash completely to desktop.
I've tried

On Windows 10

• Disabling Geforce Experience Overlay - Didn't help
• Uninstalling Geforce Experience - Didn't help
• Changing from 144hz to 60hz - Didn't help
• Running from a second hard drive - Didn't help
• Reformatting PC, Clean Install - Didn't help

Again, it only started after the dark/infinite chat was implemented. Was perfect before it. So would be nice if there's any input on this.

I can play every other game fine so I assume it's not me.

Update;
So looks like the spikes were due to my connection to the server. (Maybe after the server changes?)

I do not spike or very very minimal spike once in awhile on a VPN.

Anything I should ask my ISP in specific to try get it resolved?

Looks like changing to Google's DNS fixed most of it.
