Not a Bug D. Roy not spawning

    Description of the bug: been at Alcadno C-3 for 30min killing Neo Huroids but no D. Roy has spawned. same thing happened to my friend earlier this week. no D. Roy whatsoever
    What is supposed to happen?: D. Roy is supposed to appear sooner / at all
    Where did you find and/or notice this bug?: Alcadno Area C-3
