Decreasing the chances of party bears / happy birthday cakes

    Not sure if these were actually changed or if most of the population is extremely unlucky.

    However, lately many people have been getting Party Bears and Happy Birthday Cakes.

    The original design of the event had a low chance for these rewards - and now it seems people are getting them frequently.

    This change does not require restart so should be easily applied/changed. If need be, ask GiGi

    The chances of Maple Weapons were high (since only available one to two times a year)- now seems their chances been lowered as well.

    Right now it seems you always get 5 party bears while the other are 1~10. The rates of them were indeed upped since first revision, most likely when legendary items got theirs reduced. Both will most likely be nerfed since they are indeed given out way too much.
