In terms of highest average value, most people agree that Ellinia wins out because of the value of INT scrolls, but personally I think the non class-specific ones might get pretty close to beating Ellinia because of all the valuable common Equips.

That being said, there is very little difference between any of them so you can just gach wherever you like and not worry about it unless you really want to.

 

All gachapon machines have same item drop pool for as far as I'm told. The only minor difference is Vict job towns have job-related bonus rates but its fairly insignificant of a boost.
