Make map nerfs more consistent

not to understate the consequences some multifarmers could have in the economy but discussions about the server inflation aren't realistic if the assumption is that everyone plays by the rules, RWT was never as big as it is now and there's massive banwaves almost every week, meso sellers work in this game and have schedules and shifts to farm maps and sell leech in many maps and channels almost 24/7, they don't even multiclient they do disposable lvl 120 mages but it's just too many of them. What makes them really dangerous is that they all work together so they have so much power when they combine all their mesos and inflate endgame items, rwt bans also sink so many ws/cs... When talking about inflation I think they are the biggest menace by far and not so much the multifarmers that are mostly adapting to a messed up economy hurt by cheaters
