It mean you are not auto baned on making new accounts. You can start fresh from level1

The main post is pretty clear.
If you where permanently banned (you as a player) that is lifted unless you fall into the listed unforgiveable cathegories.
No on recover their old accounts.
Only recover the ability to login into the servers and play again.

If you want to join discord again why not make a new account?

Respect for the ones that come back and try again, especially taking the 'high surveillance approach'. Some might realize what they've done wrong, some might still disagree. Being on constant watch 'the patience will be much lower, and the chance for an immediate permanent ban is high.' might be the experience some seek, while others just run into the same lamppost as they did before. Providing the opportunity is wholesome, taking the opportunity shouldn't be an open door. A second chance proves nothing by itself, what follows proves everything.
