Unable to vote on multiple accounts with airplane mode

Hi everyone,

I'm having issues voting on multiple accounts. I've done my thorough research and know that each account needs to vote using a unique IP address, typically achieved by voting a phone using cellular data, turning off bluetooth, and toggling on/off airplane mode.

However, this doesn't work for me. Here's my step-by-step process:

1. Disable WiFi and bluetooth
2. Vote on one account
3. Turn on airplane mode. Leave it on for anywhere from 2 seconds to 1 minute. Turn off Airplane mode. (Wifi and bluetooth are still off, so I'm on cellular data)
4. Try to vote on another account... GTOP tells me that I've already voted.

I've utilized one of those "what is my IP address" websites to see if my IP address is changing when I toggle airplane mode, but its not. I check my IPv4 before and after airplane mode and its the same. I'm not sure why this doesn't work for me because it seems like it works for everybody else.

My mobile carrier is optimum if that makes any difference. And I'm using the votelegends app, but I've tried using browser as well.
