I think that from a Private Server standpoint, having them be a consumeable item instead of something that you can use multiple times for a single purchase is the way to go.
Let me explain.

The main reason for it is that it incentivizes players to keep voting for the server every single day, meaning they rise to the top (or stay at the top) of the ranking.
If they were made into a multiple use item, the average player (not just the high-end gamer) would be able to instantly teleport anywhere they wanted, thus both shrinking the world and making it less likely to meet people on your travels.
(That is one of the ways that I got to know that CleverCookie always sists in Henesys near the park portal.)
If the price would be increased to compensate, then it would now be strictly off limit to a lot of casual players who don't really vote or forget to vote.

I understand that it would make travelling incredibly convenient, but I don't think it's that good for an MMO to be perfectly honest.
I do wish that traversing the world would be a bit faster sometimes as I also find it tedious, but I think that this is one of the things that should remain as is (possibly a little cheaper).
