Windows 8/8.1/10 Weird lagging problem

Hey there
I've joined the server not that long maybe a week and half
and iv'e seen one thing i have problem with
i usually play a bit and sometimes randomally my game is starting to lag
but not lag and then DC or freeze map
lag that game still continue but almost can do anything
talking is like waiting 30 sec per msg and such stuffs
but while I log to another player like a mule or even other diff account
its seems there is nothing, just 1 player is lagging as hell and the others is all fine
checked maybe the quallity and stuff and nothing happends, sometimes i used to get rid of this by clicking Equips i have on cash shop and bring them back and it actually worked but now its not.
any ideas?
