Wheater and accuracy

some recent discussions about accuracy and how its mechanics work on warriors, and talking about with Gurk I decided to make this suggestion:

introduction: a Weather for those who are not used to it, weathers you use a message on your map, it has an effect, and you gain some statuses, the most common are +15 wa, and those that give speed/jump.

point 1:
would you like a debate on introducing a 15-20 accuracy.. Would 20 be too OP? 15 too low? any number ok?
Would this impact the economy in any way?

point 2:
the effect of the weather gives a "small lag" which can disturb some people and even cause d/c, if point 1 is a good point, it is possible to make one with a reduced/null effect so that it can be used on any boss? Would that be too op?
