It's better to start off as dexless until 11x-12x and then start deciding whether you want to go low dex. This gives you the flexibility to pick what you want without picking up AP resets early on if you feel like changing your mind. This also gives you more time to get funded and get low dex gear.

 

Luck scrolls are generally cheaper; that being said you should aim to scroll for what you're going for (I.e dexless, scroll for luck, low dex = scroll for dex)

 

the dexless claws (if I remember correctly) available here are the garnier (lvl 10), shinobi bracer (lvl 55), and the night raven claw(lvl90).

theres a rare thanksgiving claw called a kumo level 10 and faster than garnier i think maybe 4 exist and i got 1 banned

idealy you want more attack from a claw thats why a lot of the stronger nl's wear cravens or sleeves

 

dexless will always be stronger early until there are no more claws that are dexless to match the level, which is why after probably 110? when the highest level dexless claw is only 90 and the highest level dex claw is 110 you'll get out damaged

 

Be dexless untill 90 then get dex eq and raise base if needed to wear lvl 110 claw
