Fixed Able to enter HT Cave without using Dragon Elixirs

Description of the bug: (optional screenshot/video): During my HT runs on September 16th and September 18th, we were able to bring runners in before they had consumed their Dragon Elixir.
What is supposed to happen?: Not being present in the map Cave of Life - Cave Entrance when the party leader attempts to smuggle should not progress players into the HT signup lobby.
Where did you find and/or notice this bug?: HT run on September 16th, did not know the cause, and then we tried a theory on the 18th with a separate runner who was on both runs, where we recreated the issue.
A step-by-step guide to re-producing this bug (optional): Have member(s) stay in the map Cave of Life - Entrance, while the party leader attempts to smuggle the runners through HTPQ by talking to the Encrypted Slate of the Squad in the map Cave of Life - Cave Entrance. They should receive an error message saying that not all party members are present, but after clicking past the error, the party members should successfully have entered the HT cave.
Extra information (optional): We do not know if this works for multiple party members at a time, nor do we know if it is a bug for Cave of Life - Cave Entrance only or all maps in general. We only tested from the one map and with one player not present.
