Allow buccaneer skills while swimming

    Turns out not being able to use buccaneer skills (such as Dragon Strike / Barrage / Demolition) while swimming is a feature.

    Suggestion: allow buccaneer skills to be used while swimming.

    I feel like this change is basically just a quality of life improvement for buccaneers card farming in aqua road. I don’t think it has a large impact on the game other than underwater areas being less annoying as a buccaneer.
