Windows 8/8.1/10 Can't vote on GTOP100

When I go to GTOP and do the captcha, it will say that I have already voted, and to try again in x amount of hours. Problem is, I haven't voted in like 3 days now, because I get this message no matter how long I wait. It had an hour left, so I waited an hour and a half to be sure, tried again, and was told I just voted and to wait 23 hours. I'm not getting any NX from it either. I'm not voting on any other characters, and no one else in my household would be.

Has anyone else had this problem? Is there a fix? It's pretty annoying, I just wanna change my characters freaking currently ugly hair.
