Low Fishing Wand Usage

    Description of the bug: (optional screenshot/video): While doing the quest 'The Albatross,' you are given the new item 'Fishing Wand' to capture and collect the various fish near Aqua Road. I noticed once you reached 1 Fishing Wand remaining, it would not allow you to use it to collect more fish, and required you to return to the NPC who gave them to you to get more.
    What is supposed to happen?: Item should be able to be used until you have 0.
    Where did you find and/or notice this bug?: Aqua Road during the quest "The Albatross"
    A step-by-step guide to re-producing this bug (optional): Use Fishing Wand to collect fish until you have 1 remaining
