Not a Bug Halloween Quest: A Cold Hearth - Not working

Edmunds does not have 'A Cold Hearth' available when my quest book says it is
What is supposed to happen?:
I should be able to accept the quest from Edmunds
Where did you find and/or notice this bug?:
Haunted House - Foyer
A step-by-step guide to re-producing this bug (optional):
Accept Old Man Tom's quest to trigger this quest to become available
Extra information (optional):
The npc's name is Steward rather than Edmunds. Don't know if this has to do with it
