If he was banned without a reason you can always make a ban appeal and the staff members will look into it. Sometimes you get autobanned by the system for things you did not do. If this is the case, your account and your brothers account and IP will be unbanned. However, you need to make a ban appeal, otherwise the staff members does not know. Log into your account and click ''My account'' there you will see the reason why you got banned. If you think this is an unfair ban (and maybe it is) then you need to make a ban appeal.
