Title: MAGES seal/slow cast time on ground should be reduced to Seal/slow cast time on ropes and ladders

Abstract/Vision Statement: as an elemental mage, when you cast seal/slow on a ladder, it is faster than casting it on ground. casting on ground should either be faster or equal than the casting time on ladder

    Current situation/problem
: when you ground cast seal/slow, you get 2 casts of those skills for the same amount of time you would cast 3 of them on a rope or ladder.

Solution: please shorten the time between casts of ground slow/seal to the speed of rope/ladder seal/slow casting.

Goals/outcomes/consequences: A quality of life change for mages who use seal to level to feel more comfortable getting on the ground to make said spells more intuitive and rewarding for players who are active on grinding/killing.
