Make SP reset work from a higher job skill to a lower job skill

So I noticed that when using a SP reset you can't subtract a SP from a higher job skill (e.g. 3rd job skill) and add it to a lower job skill (e.g. 1st job skill, 2nd job skill). Only *fresh* higher job SP can be used on lower job skills. I find this very strange because the whole point of SP reset is that you should be able to correct your past mistakes that you made on your skills by paying with NX. If I don't want to use a 3rd job skill but instead want to use a 1st job skill by paying for SP resets, I think there's no harm in there.

My suggestion is to change SP reset so that you can subtract SP from a higher job skill and add it to a lower job skill.
