move consumables to 2nd buff line

    As a 1024*768 player, top buff line often get so big it get shoved behind the boss timer. Most of them lasting 10minutes they are subject to be hidden there. Considering they account, in most cases, for most of your dpm gain or are costly, having them not getting hidden would make it easier to watch over them/less squinting to notice when its down.
    It would also save ppl from accidentally cancelling one of their consumable while cancelling a buff in the case you get renewed a buff from a party member a frame before.
