This is a little late, but I imagine this will be helpful for those who want to complete the deliveries ASAP for the pendant / quick points.

Iirc each quest should give 50, totalling up to 200 points after you're done.

The NPCs in the list below are all in order of my pathing, but a more detailed description is dedicated to it in the following section(s).

*If you have trouble entering Ariant Palace (no quest from Tigun to get the entry permit):

• Find Byron in Ariant Town and accept Learning the Culture of Ariant.
• Head over to the palace, walk to the middle (don't go up) and click the Oasis water NPC to complete the quest.
• You should now be able to accept the quest from Tigun to get the Entry Pass to the Palace.
  (Completing Learning the Culture of Ariant also unlocks dialogue and quests for many NPCs in Ariant.)

My Pathing and overcomplicated explanation
My Pathing focusses more on the flow of how smoothly you can chain from one part to the next, especially with preparation and map knowledge. Feel free to leave any suggestions, or experiment! •̀⩊•́

Note: I'm writing this for fun, and for my own record as I realised it's only 'optimal' if the character has made preparations for quest/NPC-related TP items. There's no real target audience for this, as newcomers probably won't have the prep, and longtime players would already know the shortcuts to get to places.

TDLR Version
Part 1 TLDR; Victoria NPC order doesn't matter, but should end ideally at Ellinia, to start Part 2 smoothly via;
Ellinia → Magic Seed → Leafre → Orbis, or
Ellinia → Ship to Orbis
Part 2 TLDR; Orbis → Tower → El Nath → Aquarium → Korean Folk Town (KFT)
Part 3 TLDR; KFT → Ludibrium → Omega Sector for NPC path flow.
Path out depends on availability and preparation of shortcut items.
Part 4 TLDR; My path is Herb Town → Mu Lung → Orbis → Ariant → Magatia and vice versa, continent order doesn't matter as much as NPC order.

DISCLAIMER: Requires Magic Seed or Desert Coins to get to Orbis faster for Part 2.
Otherwise, just take the Ellinia ship
(You can buy Magic Seed from Chief Tomato Tatamo in Leafre, and Desert Coins from Manji after completing Ariant Questline.)

It helps to prepare some Victoria Island town scrolls too, but Taxi-ing/cabbing will do just fine.

The order of Victoria Island NPCs doesn't matter but you can chain to Part 2 by:

• Ellinia: if you're using Magic Seed → Leafre → Orbis
• Ellinia: → the longass crog-infested Orbis ship
• Perion: if you're using Desert Coins → Ariant → Orbis

Depending on which continent you start from, you might do Eurek first or last, since she's in other towns as well. I've posted her locations in the comments (ran out of space)

Since she's in Sleepywood, where regular cabs don't go to, and where there's no cab out, some preparation is required so you don't get stuck and spend time walking out.
Eurek last → Part 2 pathing: (Remember to collect Grendel's Letter in Ellinia)

• Prepared Scrolls & Items (Quickest):
  → Sleepywood Scroll → Eurek → Ellinia/Perion Scroll
  → Magic Seed to Leafre / Desert Coin to Ariant → Ship to Orbis
• No Prepped Town Scrolls:
  → Cab to Ellinia → Grendel (if you haven't) → Buy Ellinia & Nearest Town Scrolls
  → VIP Cab to Ant Tunnel → Nearest Town Scroll → Sleepywood → Eurek
  → Ellinia Scroll → Ship to Orbis, or Magic Seed to Leafre → Orbis

Spoiler: (Part 2 → Part 3) Orbis to Ludus Lake

You should be starting at Orbis Platform.
For the Orbis NPCs:

→ Orbis Town → FM Button → Shortcut to Orbis Park

From here, descend the Orbis Tower, to El Nath.
If not using Orbis Rock Scroll, you can use Nearest Town Scroll on the 7th Floor, when the snow starts appearing.

→ Orbis Tower → Orbis Rock Scroll or 7th Floor → Nearest Town Scroll

(Event) Snow Spirit's quest for the Jolly Snow Grenade can be done here too.
For El Nath and Aquarium NPCs:

→ 7. Robeira (Chief's Residence) → El Nath Market → 8. Alcaster → FM Button
→ Shortcut back to El Nath town → Head towards Aquarium via Orbis Tower
→ Ocean I.C → Nearest Town Scroll → Aquarium
→ 9. Dolphin → 10. Oannes (Grocer, portal beside Dolphin, then jump down)
→ Dolphin Taxi → Sharp Unknown → Korean Folk Town (KFT) for Part 3

An alternative path down the Orbis Tower is via the Herb Town method, where:

→ Orbis Platform → Mu Lung → Herb Town → Dolphin Taxi → Aquarium → El Nath​

I tried this and I'm not really fond of it for this quest chain, since it's more time taken to walk from Tower → Platform, then Aquarium → El Nath → Aquarium → KFT. I think it's more simple (and faster) to just manually descend the Tower into El Nath → Aquarium.

Depending on your path out of Omega Sector previously, you might start at either the Mu Lung Gardens or Nihal Desert continent. It doesn't really matter where you start first, as they are both connected via Orbis, and the 'flow' is contained within the continent itself.

I came from Ludibrium during Part 4's fresh release, so my path was:

→ Ludibrium → Helios → Korean Folk Town → Aquarium → Herb Town

(Mu Lung Gardens) Herb Town and Mu Lung:

→ 1. So Won (Below Crane NPC) → Crane to Mu Lung
→ FM Shortcut → walk left → 2. Naran (Dermatologist)
→ left → 3. Lilishu (Hair Salon) → left → Peach Farm 1 → 4. Tae Soo
→ Return Town → Crane to Orbis → Ship to Ariant
