Low Snipe Cooldown Bug

    Description of the bug: (optional screenshot/video): Snipe skill goes on permanent cooldown and does not work until you relog.
    What is supposed to happen?: Skill should be available to use after 5 second cooldown (at max level).
    Where did you find and/or notice this bug?: Happened during two separate CWKPQ runs during Pirate Boss.
    A step-by-step guide to re-producing this bug (optional): Seems like bug occurred after being hit by Pirate Boss's dispel attack.
    Extra information (optional): It looks like this bug previously occurred with other bosses that dispel in the past as well.
