Some purchased NX effects not working after patch?

Description of the bug: I purchased the Return of Angel nx effect that look like rainbow wings pre-patch, and they worked fine before the patch but now after the patch I can't get them to work. I have double clicked on them and they won't apply to my character anymore. I have tried relogging several times, tried applying them on different channels, nothing seems to get them to work anymore.
What is supposed to happen?: When double clicking on them, pretty rainbow animated wings are supposed to be displayed on the character but now nothing happens. They won't apply.
Where did you find and/or notice this bug?: I noticed it was a bit glitchy before the patch, but previously relogging would resolve the issue. Now after the patch, relogging doesn't seem to fix the issue anymore. They just won't work.
