Spectators for minigames.

    @CHANEL@CHANEL mentioned it, and I thought it might be interesting to allow spectators for minigames. I also noticed there is an extra blank character slot in minigame rooms (what is that for?). But I don't know how feasible is that in terms of coding.

    Some uses for spectator slots:
    1. Allowing a judge/arbiter for potential minigame competitions/tournaments.
    2. To laugh at your friend as he/she goes down 0 - 15 in match cards vs @VonBIT@VonBIT.

    What do you guys think?
