Other [WIN11] This is an ID that has been deleted or blocked from connection - specific device only

Hi - still looking for assistance with this issue.

My account is not banned, but I get This is an ID that has been deleted or blocked from connection when trying to select a character.

• It ONLY occurs on a single device (laptop)
• I do not believe it is IP related, as the issue persists when using a VPN / other internet connections. I am also able to log in successfully using a different device (desktop computer) on the same home internet connection.
• I reformatted my laptop today without success.

This has been happening since the Summer patch and continues now with the Halloween update.

I note there are several other threads with similar issues (the error appearing on character selection, not login, and not showing as banned on dashboard).

It also appears that it was an issue for Linux users last year?

I raised a ban appeal but was told I'm not banned (which is true, I can log in using another PC).

Can someone please confirm there is no HWID/MAC address ban/block? It's really quite frustrating that I can't access the game only on this single device.
