help me create cool pokemon team

Starmie is cool imo, and strong. If you don't care about strong, get Lanturn (kinda annoying cuz can only get after 5th gym, when u already need surf). If you do, you could get a tentacool/tentacruel before 2nd gym even.

Skarmory also cool. But you could replace it with Banette or Dusklops (not sure which one is in Ruby), or get a shroomish early for that Mach Punch Breloom. And teach HM Fly to Flygon.

 

If yar askin' for help on makin' a team, then I have a suggestion!
Ya could try a community Egglocke! It's a Nuzlocke style, but other folks would give ya Eggs with preset Moves, Nature, Item, Abilities, etc.

Sure its a lot of moddin' and way out of vanilla's scope, but it certainly can make a fun run.
There's likely other rules/require'd feature need'd to get it to run smoothly.

Anywho, as for Generation 3 I would always try to insert my top 3 favorite Pokémon: Zapdos, Starmie, and Metagross.
Sadly, only Starmie can be found within yar further restrictions.

Magikarp, Tentacool, Zubat, Magnemite, Voltorb, Carvanha are all obtainable somewhat early

 

I know you already have a steel type but Aggron would be a great pick.

Kari ♀ - Gardevoir, lvl 47
Franklin ♂ - Torkoal, lvl 50
Sushi ♀ - Gyarados, lvl 52
Mist ♀ - Altaria, lvl 50
XYZ - Magneton, lvl 50
