Vote not the right time and not in Ranking?

When I log on, there's the message that appears in the chat box that says I can vote again. However, when I try to vote it says that I need to wait 16:40:12 Hours:Minutes:Seconds even though I have not voted yet today. This happened two days ago and I had to wait an entire day, missing one day that I could vote, in order to get the Nx (only 5k). Also, the last few times I have voted this week was around this time (8:00-9:30 AM EST) so I am not sure why it is telling me I voted at around midnight. I have tried to use my cellular data to vote but it does the same thing.

One of my characters (IGN: Dagger) is not in the ranking system when I try to look myself up, preventing me from applying to guilds on the forum.

Edit: I just realized that the vote time IS correct because I waited until the time was up to vote again last night. I'll miss the 5k nx but, oh well. Still can't find myself on rankings tho.
