Resolved Windowed mode isn't working

So I'm playing currently with these gigantic black bars around my screen. I'd really rather be playing in windowed mode, but I can't switch in the settings menu and nothing I've tried outside seems to work. I've changed my desktop resolution to everything available and I've even ran the game in DXwnd. Admittedly, that let windowed mode work the first time I launched through DXwnd, but haven't been able to recreate that success.

As a side problem, whenever I go to vote I get the message that my IP has already voted and to come back in x hours. I imagine just changing my IP would fix this problem?

I am doing both of those
