Game is slow and sort of stuck

hello
i download maplelegends on my pc but the game is very stuck it's not laggy my internet connection is good and stable but the game has a low frame rate
I've downloaded it on other PCs that are less powerful than mine but only on my pc the game like that
I have windows if anyone needs more information I'll be happy to provide
I've tried downloading GMS and it is working fine no stuck or something
just worth mentioning it's not that i am unable to play i can play but the game its not smooth and if i look at a cloud in the background, for instance, it is more jumping inch by inch instead of actually moving
if it's a known problem I'll be happy to have the solution thanks!
