Ice-based attacks are not freezing

    Description of the bug: (optional screenshot/video):
    What is supposed to happen?: Ice strike/cold beam are suppose to freeze monsters that are non-ice based
    Where did you find and/or notice this bug?: When I was training at windraiders, I noticed that my ice strike was not freezing them. I tried it on the phantom trees as well and they did not freeze
    A step-by-step guide to re-producing this bug (optional): Use ice strike/cold beam on a monster
