Owl of Minerva Changes

I'd like to suggest a couple of options for changes to Owl of Minerva as an admittedly new player, who does not like the idea of having a second account to vote on for the sake of spending NX.

I understand that may be a benefit to the extra votes on gtop100 but there are still plenty of people who vote very consistently to be able to afford their AP resets. If there are logical reasons as to why none of these suggestions work, I'm more than willing to change my opinion on them. Therefore, I am mainly looking for constructive feedback and discussion, not whining that you don't like change.

Option 1 (fSharp recently suggested this already): An online site that would be used to search prices. This could be done either by Legends or by a third party if there was a way to do so. Personally, I would avoid third party access to the database and manage it internally to avoid any potential abuse. The scraping can be done on a delay as to avoid excessive resource consumption and bandwidth concerns.

Option 2: Make owls free. There are plenty of things that require NX already, limits are/can be imposed on the usage of owls, but at least it would grant everyone access to owls if they were not using a mule account for voting. This is probably the easiest option to implement.

Option 3: Provide a way to search in game outside of owls. This option is not great as owls already exist so I believe it would be better to utilize them and not have to reinvent the wheel.

I'm open to any suggestions and changes to the suggestions I listed above. Looking forward to finding a better solution than the status quo.
