Remove Assaulter target requirement to cast

While the idea is cute, if the purpose is to make assaulter a mobility skill akin to teleport I believe the delay is still too high to warrant spamming over just mounting up so even if this change were to go through further changes would have to be made.

 

I think it would be a cool buff without ruining the class's identity

 

Maybe this can be done to offset the eventual shad drop rate nerfs.

 

I've been meaning to post a suggestion like this for a while, but with one major distinction: dark sight requirement. To be clear, I don't mean assaulter full stop, just targetless. The implications for sedding HT especially are pretty significant, not the least of which being a much higher rate of preserved 'nate charges surviving un- sealed/weakened/blinded the then much quicker journey to heads.
